In September 2010, a farmer named Randhir Singh from Tandel village in Andhra Pradesh's Nalgonda district became the first person to enrol for a 12-digit unique identification number. At the time, few could have guessed that this single enrolment would kick off the world's largest biometric identity programme. Today, India's Aadhaar system has issued over 1.3 billion numbers, linking everything from subsidised cooking gas to bank accounts. As India moves toward a data-driven economy, the governance of Aadhaar will need to evolve to address these new dimensions.

India's Aadhaar project offers valuable lessons for other countries. For example, Thailand's national digital ID system, launched in 2016, adopted a similar biometric model but with stronger privacy safeguards, including a prohibition on sharing biometric data across agencies. Morocco's ID system, which began in 2015, focused on civil registration and avoided centralised biometric storage, instead using a federated approach. These variations show that while India's scale is unique, the core principles—pilot testing, multiple biometrics, legal oversight—are universally applicable.

Another lesson is the importance of public engagement. India's Aadhaar rollout faced criticism for being top-down, with limited consultation. In contrast, Estonia's e-residency programme involved extensive public debate and opt-in consent. Countries like Kenya and Nigeria, which are considering digital ID systems, can learn from India's mistakes by ensuring that privacy advocates, civil society, and vulnerable groups are part of the design process from the start. Ultimately, the success of any digital ID system depends not just on technology, but on trust.
